Genesee Health Plan provides health care coverage for Genesee County residents through the Health Care Services Millage. 

This program serves as a health insurance coverage bridge — connecting Genesee County adults, seniors, and veterans to health care when other options are unavailable or unaffordable. 

Over the past 25 years, GHP has served one in four county residents.

What Is the Health Care Services Millage?

The Health Care Services Millage is the funding source that helps Genesee Health Plan deliver health care coverage for uninsured and underinsured Genesee County residents, as well as dental coverage for seniors and veterans.

Genesee Health Plan provides a coverage bridge during common life transitions — including when a young adult ages off a parent’s plan at 26, when a job change creates a gap in employer-sponsored coverage, and when a worker in their 50s or early 60s loses a job with years remaining before Medicare eligibility.

This is a renewal — not a new tax. Genesee County voters have approved the Health Care Services Millage three times — in 2006, 2012, and 2018. The renewal is on the November 2026 ballot.

Who Does Genesee Health Plan Serve?

GHP provides coverage for Genesee County residents age 19 and older who do not qualify for Medicaid but cannot afford private insurance. That includes:

• Workers employed by one, two, or even three jobs without employer-sponsored health benefits
• Seasonal and temporary employees without coverage
• People between jobs
• Young adults who have aged off a parent’s insurance plan at 26
• Workers in their 50s and early 60s navigating the gap between job loss and Medicare eligibility
• Seniors who need dental coverage that Medicare doesn’t provide
• Veterans who don’t have dental coverage through the VA

What Does GHP Cover?

Genesee Health Plan connects working adults, young people, seniors, and veterans to primary care physicians, mental health services, and preventive screenings — reducing reliance on emergency rooms and keeping residents connected to ongoing care.

GHP provides health care services, including:

• Doctor visits and primary care
• Mental health counseling
• Prescription drugs
• Labs and preventive screenings, including mammograms and cancer screenings
• Dental care for seniors and veterans

Accountability and Transparency

Because taxpayers fund GHP, accountability is a core commitment.

• All millage dollars are publicly disclosed and reported.
• Every year, an outside accounting firm reviews how GHP spends its money, and those results are posted publicly.
• GHP makes yearly public reports and disclosures to the Genesee Health Plan Board of Directors and the Genesee County Board of Commissioners.

Is this a new tax?

No. The Health Care Services Millage is a renewal of an existing millage that voters have already approved three times. Renewing it will not increase your taxes.
