Extra COVID-19 Emergency Food Assistance Programs Ending After February Due to Recent Federal Legislation

LANSING, Mich. – Families who receive food assistance through the Supplemental Nutrition Assistance Program (SNAP) should prepare for the end of the increase in benefits that have helped address food insecurity during the COVID-19 pandemic due to recent federal legislation.

February will be the last month that people in Michigan and other states receive the extra food assistance benefits – which have been at least $95 more per month. In March the additional benefits will no longer be issued.

People who receive food assistance should prepare and seek needed resources to accommodate this reduction in their benefits. Among the options are food banks and other agencies in their local communities, which can be found at www.michigan.gov/MIBridges under the “Explore Resources” tab or by calling 2-1-1.

People affected by the upcoming changes can also find help on this website, which includes information about resources such as local food banks, free and reduced-price school lunches, the WIC program for women and babies, and Double Up Food Bucks – which provides $1 in Double Up Food Bucks for every $1 (up to $20 per day) that Bridge Card users spend on fresh fruits and vegetables purchased from participating retailers.

For family budgeting purposes, SNAP benefits are available to use for nine months once they are issued.

“Approximately 1.3 million Michiganders have received additional food assistance monthly during the pandemic to help them put food on the table in challenging times,” said Lewis Roubal, Michigan Department of Health and Human Services (MDHHS) chief deputy director for opportunity. “We appreciate the support from our federal partners. Now that we know the additional benefits will be going away, we want to make sure our clients are prepared for this change, as we realize inflation is affecting all of us.”

The additional food assistance was ended in the federal Consolidated Appropriations Act of 2023 that was signed Dec. 29, 2022.

To address the effects of the newly emerged COVID pandemic, in April 2020, some Michigan residents began getting additional food assistance. In May 2021, all eligible households began getting these extra monthly benefits. Michiganders have been receiving the extra food assistance in a separate, second issuance that occurs near the middle or end of each month.

The second payments bring all households to the maximum monthly payment for their group size. Anyone who was already receiving the maximum amount has been receiving an extra $95 per month.

Regular benefit amounts are based on household size, income and deductions. The amount of the decrease will vary based on each group’s circumstances. As an example, single-person households with a net monthly income of $700 could see their total monthly SNAP benefit drop from $281 to $71. A four-person household with a net income of $1,700 could see their assistance drop from $939 to $429.

Michiganders who receive food assistance can check their regular monthly food assistance amount on their Michigan Bridge Card by going online to www.michigan.gov/MIBridges or calling 844-464-3447. Or they can go the ebtEDGE portal or call 888-678-8914 to check their remaining balance available to spend on food.  Customer service is available 24 hours a day, seven days a week. Spanish and Arabic service is available. If you are deaf, deafblind, or hard of hearing or speech-impaired, call the Michigan Relay Center at 7-1-1.

Low-to-Moderate income families in Genesee County can file their taxes for free with a professional through United Way’s Volunteer Income Tax Assistance (VITA) program. VITA is a volunteer run program in partnership with the IRS to help families access the EITC and other credits that can boost financial stability.  The schedule below list sites and times for walk-in and drop off tax preparation.     • This site is open on Saturdays for drop off only. Pick up the intake forms at the site or print below, complete, and have ready. Clients will be brought in by volunteers for review when spacing permits; you will need to wait outside or in your car. Tax return may be ready the same day or the following Saturday, depending on the time of drop off.

What documents do I need to bring with me?

  • Government issued photo identification for you and your spouse (if married)
  • Social Security cards for you, your spouse, and dependents
  • An Individual Taxpayer Identification Number (ITIN) assignment letter may be substituted for you, your spouse, and your dependents if you do not have a Social Security number
  • Birth dates for you, spouse, and/or dependents
  • Wage and earning statement (Form W-2, W-2G, 1099-R, 1099-Misc from all employers)
  • Interest and dividend statements from banks (Forms 1099)
  • Health Insurance Exemption Certificate, if received
  • A copy of last year’s tax returns
  • Letter 6419 – Advance Child Tax Credit Payments
  • Letter 6475 – 2021 Economic Impact Payment
  • Forms 1095-A, B or C Health Coverage Statements
  • Information for all other income (Social Security, VA, etc.) and all deductions (tuition/education, mortgage interest, charitable contributions, etc.)
  • Medical or HMO premiums paid for self or dependents
  • Total paid for daycare provider and the daycare provider’s tax ID number such as their Social Security number or business Employer Identification Number
  • Proof of bank account routing and account numbers for direct deposit such as a blank check
  • Summer and winter property tax bills for 2022
  • Landlord’s name and address and proof of rent paid in 2022
  • A heating bill from November, December, or January (The amount you were billed for heating your home from 11/1/2021 to 10/31/2022. You have recently been laid off, lost your job and your health care coverage: If you are unsure about what coverage you may qualify for and not sure where to get help, Genesee Health Plan (GHP) is here to help you and your family in Genesee, Saginaw and Bay Counties with your health care enrollment and re-enrollment needs. GHP is able to offer these enrollment services into the HealthCare.Gov Marketplace with the support of its second federal Navigator Cooperative Agreement Award from the Centers for Medicare & Medicaid Services (CMS). If you’re a Genesee County resident and do not qualify for enrollment into the HealthCare.Gov Marketplace or Medicaid, call us Toll Free at 844-232-7740 and ask an Enrollment Specialist for information about Genesee Health Plan, which you may qualify for. GHP is only available to Genesee County residents.

You are a member of a federally recognized tribe or shareholder of the Alaska Native Claims Settlement Act (ANCSA):

You can enroll into a HealthCare Marketplace plan all year round. If you are an American Indian or an Alaskan Native, you can enroll at any time and change your plan up to once a month AND if your income is between 100-300% of the Federal Poverty Level, you can enroll in a “zero cost sharing” plan where you would have ZERO out of pocket costs (deductibles, copayments, and coinsurance). Genesee Health Plan (GHP) is here to help you and your family in Genesee, Saginaw and Bay Counties with your health care enrollment and re-enrollment needs.

GHP Program Spotlight of the Month: emPOWER Genesee!


Throughout the year, Genesee Health Plan (GHP) will be highlighting programs and services that we provide to the Genesee County community. Each program spotlight will highlight what the program provides, how the program works, and the GHP staff members that are involved with the project.

Kicking off the month of January 2023, we will be spotlighting GHP’s emPOWER Genesee program. Launched in 2019, the emPOWER Genesee Program helps Flint and Genesee County residents and families with:

  • Utility/energy bill assistance
  • Applying for health coverage
  • Food and clothing
  • Transportation
  • Flint Registry enrollment
  • Financial education

The emPOWER Genesee Program would not be possible without Community Navigator, Sandra “Sandi” McKay! Sandra has been part of the GHP team for over nine years and is a Community Navigator and member of the GHP Community Health Worker team. As someone who has needed assistance in the past, Sandra credits her past experiences for giving her a keen sense of empathy when clients come to her for help. Sandra’s continuous goal is to reach and help as many people as possible, those who may need services and resources that they did not know were available to them.

Upcoming Events: Financial Growth Classes

GHP, through the emPOWER Genesee Program, in partnership with Huntington Bank, is hosting the first in a series of three free Financial Growth Classes at the end of this month! Classes are scheduled for Thursday, 1/26, Thursday, 2/2, and Thursday, 2/9 at 12:00pm. Each class will focus on a different topic regarding financial growth; the first class will discuss financial goal setting, the second class will discuss financial credit, and the third class will focus on banking. Registration is required, and lunch will also be provided. At the end of each class, attendees will be entered into a drawing for the chance to win $50 gift card. Those who attend all three classes will be entered into a drawing for the chance to win a $100 gift card!

Is your home ready for this cold winter?

Sandra’s advice for those seeking help this winter is to contact GCCARD’s Weatherization Program. The program offers several services for applicants, including repair or replacement of heating systems, replacement of water heaters, multiple types of insulation, air sealing of attics and basements, water saving measures, and much more! To apply for weatherization services, you must be a resident of Genesee County and meet other eligibility requirements. Additional utility assistance programs are still accepting applications for qualifying individuals.
